Black Health Equity Act

WHEREAS Black residents of Ontario continue to experience disproportionate barriers, discrimination, and inequitable treatment within the healthcare system, resulting in persistent disparities in health outcomes; 

WHEREAS the Black Health Equity Act, 2026 recognizes the right of Black Ontarians to equitable, culturally safe, and antiracist healthcare, affirming the Government of Ontario’s responsibility to uphold this right; 

WHEREAS Section 3 requires the Ministry of Health to develop a Black Health Equity Framework that operationalizes this recognition through concrete, measurable, and enforceable mechanisms; 

WHEREAS the Framework must include annual racial equity audits of all publicly funded health institutions to ensure transparency, accountability, and continuous improvement in addressing systemic racism; 

WHEREAS the Framework must also establish clear institutional benchmarks for racial equity, ensuring that all health institutions meet defined standards of equitable care; 

WHEREAS the Act further requires enforceable accountability measures for institutions that fail to meet these benchmarks, ensuring that commitments to equity are not symbolic but actionable; 

THEREFORE, we, the undersigned, call upon the Legislative Assembly of Ontario to adopt, implement, and fully enforce the Black Health Equity Act, 2026.
